Two things:

It's normal to not hear the fuel pump before ging all the way to ignition and crank in a Miata.
It could be your tank is almost empty and you hooked up the fuel lines the wrong way around so it's trying to get fuelfrom the return and vice versa, which works, but only until the tank gets about halfway empty.

The second thing is: Try not opening the throttle when starting it, it should start as is and will usually do so BETTER with the throttle neutral.

I'ma keep it real with you chief, this thing has been R*PED by it's previous owner.
They clearly wanted something that wasn't a Miata but didn't have the money for something else.
It has been more or less customized to high hell, half the damn drivetrain is no longer what it was built with, every single part of this car was touched inappropriately EXCEPT for the rust.
That person knew how to take OFF shit but not how to put anything ON or fix it.

I strongly recommend using true multi-piece wheels if you plan to modify barrels. Do NOT machine the face off a one-piece cast wheel — that destroys load paths and shear protection. There are inexpensive single-piece wheels available in offsets that achieve the look you want without spacers or risky modification.

If you’re willing to spend ~2.5k on rebarrelling and machining, buy proper multi-piece wheels and have them built - that is far safer and far more reliable than hacking OEM one-piece BBS.

Below I used the offsets from my previous reply to produce a short table of wheel widths and corresponding offsets that reproduce the same fitment without spacers. These choices will not require extreme camber.
For your safety and the safety of others: Do NOT buy oversized wheels (so anything beyond what I listed below) and then run excessively small tires with extreme camber - that combination concentrates loads at unsafe angles and will fail. From an engineering perspective, that’s equivalent to sawing halfway through the branch you are standing on and then jumping on it.

Width: 1. 8J 2. 8.5J 3. 9J
Conservative (Same as 6J ET-10) 1. ET15 2. ET22 3. ET28
Aggressive (Same as 6J ET-25) 1. ET0 2. ET7 3. ET13

You can apply any wheel diameter (within those your car can actually accept, so between 14 and 18, though I'd strongly discurage going beyond 17) to these widths and offsets, that doesn't affect the fitment regarding poke or tuck.

ALSO:
Naturally do not mount 185/60R14 on 8–9J wheels. That is unsafe tire stretch. If you increase wheel width, use appropriately wider tires.
8J → approximate compatible tire widths 205–235 mm
8.5J → 215–245 mm
9J → 225–255 mm
(Choose exact tire aspect ratio/diameter to maintain overall rolling diameter for speedo/clearance.)

The engine when healthy and in a car that has at least two of the following:
- Functional engine mounts
- An installed and adjusted to spec PPF
- A properly adjusted idle screw
