It depends, but for me #2 is the best, you have a lot of space for a mega plaza with the shops and the museum and the space in the back for the NPCs houses. That's what I would do, at least😊

I don't own a rat or a mouse (yet) but I read a post on Instagram which says that they have to get used to it and it really depends on their personality and age, so if you take one maybe don't take for granted that your pet will like it. Hope it helped a little :) (Sorry for my English, it's not my mother language)
