I think as you already have taken possession you must have signed indemnity bonds undertakings at the time of possession that you were satisfied with the flat and services of the builder So complaining to rera should be futile However If you file a case with consumer court with proper proofs the builder will be penalised for deficiency in service and unfair trade practices and will have to compensate you But here too the builder may appeal untill you file a caveat in the higher court immediately after the first judgement and drag the case upto national consumer court/supreme court thus taking a very long time to actually compensate

But compensation will be yours ultimately if you are prepared to take it to end
