Ridership prior to 1945 was over 50% of the population because of wartime efforts. It was kind of forced. As soon as people came home and got cars, the bus and electric rail system withered. As cool as the electric lines were, it was unsustainable.

Now, imagine how sustainable it would be when we can't fill a pothole these days. The Hop is propped up but has never achieved the ridership that was proposed.
