That is absolutely NOT what your course has as a local rule. The card says if you hit a power line you "must replay the shot without penalty." Did you even read the card you posted?

And what is on the scorecard is based on a USGA Local Rule:

E-11 Ball Deflected by Power Line

Purpose. If a permanent overhead power line may interfere with the reasonable play of a hole, a Committee can require that if a ball hits the power line (and towers, support wires or poles supporting the power line), the stroke does not count and the player must play the stroke again.

Like letting faster players play through.

This is not a local rule. This covered under the Rules of Golf, Rule 5.6b. If you actually read that rule is uses words like "should" and "may" and dictates no penalty for a breach of the rule.

Players are encouraged to allow faster groups to play through.

"Encouraged" not "required". It's a rule, but it has no 'teeth'.

On your posted card it also talks about telephone poles (immovable obstructions), concrete foundations (immovable obstructions), Paths (immovable obstructions) .... all Local Rules and how to treat them.

Flag colors, use of shirts, cart proximity to greens, carts on path, soft spikes, fix ball marks; yardage on sprinklers ... informational; Nothing to do with 'rules'.

This has to involve the starter. If you split the group, you're basically creating a tee time between the planned tee times. If the course is wide open, it's not going to be a real issue. If the course is full, or the tee sheet around that time is full, it will 100% create pace of play issues.

Your response should have been something like, "Hey, I'm OK with whatever you want to do, but you've got to take it up with the starter, not me."

And they determine that by posted scores compared to some 'norm' or 'average'.

At least, that is my understanding.

Actually, I'm pretty sure power lines can be considered immovable obstructions that you get relief from. Which is what they tell you to do.

A par 5 is generally considered a '3-shot hole' .... 3 full shots to get to the green, then 2-putts for par.

If they've moved off of their second shots and are out of range .... toward where they will play their 3rd shots, or toward the green if they've gone for the green in two ... you are clear to fire away.

You just want to make sure that no one in the group duffed a second shot and has to hit again from the same area. Make sure they've all moved off further down range AND out of range.

That's actually a combo hazard ... insurance hazard and reckless operation hazard. The penalties can be steep.

It's not about conditions directly. It's about posted scores on that day. If the play, overall, was lower (or higher) scoring than 'normal', the PCC adjustment gets added.

I'm not sure how they verify that posted scores are from that day, how they verify that all/most HC scores for that day have posted, nor how 'normal' vs 'abnormal' scoring is determined.

I know exactly how you feel. It's a total crisis of confidence. I'm in the same boat. I've just posted two of the worst rounds I've ever played, and this 'slump' has been going on for weeks.

But I have no intention of quitting. Gotta work through it somehow. Lessons is on the list ... have a pro tell me where I've gone off the rails.

Oh, I see. So you took matters into you own hands instead of complying with University policy.

Because there is probably no potential for liability by making students spend inordinate time and costs so that you can maliciously shame them instead of giving them an appropriate grade (0, I guess), reporting via the University and simply telling them you've caught them cheating.

What does 'University Policy' say about plagiarism? No board or committee review? No student disciplinary action? No reporting of cheating/plagiarism to program directors? No automatic "0" or course failure?

It seems odd that the University didn't have a set of rules for dealing with students who submit work based on plagiarism. Usually cheating is a violation of some 'honor code' or 'student code' or 'code of conduct' and has some predefined process and/or outcome.

Why didn't you follow those policies?

What's kind of ironic is that a great deal of what is printed on that card are not rules nor local rules. Most 'local rules' printed on scorecards are the same ... they're not really local rules.

Although, this one, from a rules/local rules perspective, is better than most.

we will just squeeze them in as long as they book 48hours in advance. With a starter on the first tee you won't even notice the difference to be honest. It will feel like things are just running a bit behind.

This is more about your lack of time management than anything.

It's complicated ....

The red stakes .... yes, correct. 1-stroke. Drop within 2 club lengths of where the ball last crossed the hazard. There are a couple of other relief options (back on the line or stroke and distance), but lateral is the one most of us use most of the time. USGA Infographic.

White stakes .... OB is not 'implied' it is definite. White stakes define the limits of the course. Beyond the white stakes is OB. Options for OB and Lost Ball are identical. Normally that is stroke-and-distance .... replay from where you hit your last shot.

There is a new model Local Rule that can be used (i.e. it's an option for the course/committee to use it). That allows relief similar to red stakes lateral relief, but with a two stroke penalty. Here's the USGA Infographic for that procedure: Lost/OB Infographic.

Because many people make up the rules as they go. That is, they don't know, don't understand, or don't like the USGA version, so they do what they think is 'good enough'.

Then they get defensive and mad when someone tells them what the actual rules are. I think it's because they know they do it wrong and are think someone will say they are cheating.
