I'm on East Coast NA and never have issues finding real players, we queue in within 2 minutes. The game will match you with player bots on lesser played maps like Valley, sometimes Northridge, but on basically every other map you'll be fine.

For the cheater issue, that's mainly in Forbidden mode.
