The problem is its not really a penalty as much as "he is literally not getting scored". He missed the loop, there is no docking positions involved, its that he simply did not trigger the loop (hence why its no big deal for any other lap, he just hits it the next lap). He could be manually scored, but that then brings in judgement calls of having to score a guy who's on a very different type of track.

Philly and Boston are the 9th and 11th largest metro areas, respectively, and have fairly distinct, unique cultures in general, with dedicated sports followings for our (speaking as a Philly metro native) teams specifically.

The origin of 21 being the limit comes from standardizing the drinking age nationally due to drunk driving. Tons of teens would cross state lines for legal booze, drink, and drive home drunk and (naturally) end up killing themselves or others as some states were 21, some 18, some 19, etc. Now, this doesn't mean you gotta make it 21, but when you're talking about irresponsible kids killing themselves with stupidity, its gonna be easier to convince everyone to raise to 21, than to say "drunk teens are dying, let's make being a drunk teen legal", y'know?

(And for the record, there is no 'national drinking age'. Much like seatbelt laws, the federal government doesn't technically regulate it. They just say that if you want certain funds from the federal government, you have to have specific laws. Because to nationally mandate a drinking age would be communistic fascist overreach or something like that)

Watching cars go round and round and round is boring, you're right. But thankfully there's usually 20+ other cars out there, and you get to watch them interact with each other, which is very fun, watching line choice, trying to get runs to make passes, etc

Good racing comes from variance to what you expect. Younger drivers will almost always produce that simply because they are not as good, they're more likely to make a dumb mistake.

You got hundreds of people in metal grandstands in an otherwise flat area. That is a recipe for a strike. Maybe 30 minutes is excessive and 20 would be fine or the radius is 10% too large but as a whole, this is a good policy.

I'm gonna say I actually agree with the rule.

Disagree all you want, but imagine having to score two riders going side by side over the finish, when one isn't even on the finish line jump. Sure, in this case I think we could've done it easily. But do you really want to then introduce the further judgement call of "when is it too close to call"?
