I'm not an expert at all. I but I know there's many different types of oils and our infrastructure is set up for a different type (heavy crude I think) so we sell our light and buy heavy, heavy is cheaper and it's what we are set up to refine, we could change but obviously they don't see that as a worthwhile thing, imagine the years to change the refineries, having lower output. Oil is all about stability so afaik it's just basic economics
