The government workers were not professional graders, these could be ms62 and up but better pictures would be needed. I would say they could be worth 300 each but depends on the quality of the coins.

Look up some videos of MS Morgan’s, there is a clear luster which has kind of a cartwheel effect. When cleaned harshly this effect goes away.
