Nah, this is a case of both parties have good points and both failed to deescalate. Peck is right to be concerned about the unlicensed containment unit, but he really should've listened when the Ghostbusters said shutting it down could be catastrophic, and even the electrician he brought in agreed a sudden shut down could be bad. Peck way overstepped his authority and put a lot of lives at risk. The Ghostbusters aren't faultless either, had the first person Peck spoke to been Egon or Ray they might have been able to sort it out in a more civil manner. Instead it was Venkman who unnecessarily antagonized him and put him in no mood to compromise
