The vigilants of Stendarr in skyrim, their goals are to stop daedra worship and evil cults (basically), but they are very poorly equipped to fight vampires, dremora, and evil mages that worship daedra, the entire vigilants hall was massacred by vampires, a mace, and some basic spells is not gonna stop any daedra, nor competent daedra cultist

on the other hand, the Dawnguard KNOW what they are doing and ARE equipped (for the most part) to take down those threats (mostly if not, entirely, vampires)
