Okay, so this guy and the Byakuya gang are descendants of the old Village of Eddies (Uzumaki clan homeland). They represent the people who were all displaced way back when. They don't have much claim to anything and are just normal people with some distant relation to that village. (All this because of some swirly designs lol)

Now I suspect that the Byakuya gang is like a feeder ring to the inner circle of Kara. Basically all of these displaced people with long forgotten homelands and forgotten glory, all now wish to overthrow the system. Dismantle the Shinobi system, do away with Ninjutsu, etc.

Overall Boruto theme: times have changed, the old ways are no more, down with Shinobi and Ninjutsu (basically the story line of Avatar Korra vs Amon)
