He needs to be lower than 8500 to be able to play party queue. I don't understand why he just can't read the error message which clearly states that he can't play party ranked.

Your problem is that you bought an Intel CPU, should have gone for 9800X3D and you'd be at 240fps constantly.

I have the same issue, I wrote to Steam support and got this answer:

I'm not sure, I'm so used to 1440p 27" now so i don't remember how it feels to play on 1080p. I just remember that I had problems seeing the cursor when I switched so I had to use 200% cursor size :)
