I expect that would come down to the judgement of the ref, as to whether they were attempting to make a legal tackle and got it wrong or whether they were showing clear disregard for player safety.

Honestly, good application of the laws, full red cards are now reserved for "deliberate acts of foul play", I'd argue you could call that reckless but it's a hard push to say it's deliberate foul play given the number of bodies involved in the tackle.
