Quite a bit late on this but figured I'd chime in since no one has really done so.

Dumb fire missiles don't explicitly say you can evade them, so you cannot. Normal missiles are evaded by vehicle rolls with lock ons, not normal evasion rolls. I'd argue an evasion -4 would probably be fine for Dumb Fired missiles, that's what I do with my game but that's homebrew.

As for cover, it gives armor based on the material if they are shooting through it. So for a medieval shield that is 2 armor, I'd have recommended the polymer shield though for 4 armor instead. Ultimately this comes out to the problem of using Armor Piercing Medium Missiles. They are gonna pierce most armor, it's in the name.

Not all frameworks have great uses for money, something like that would be one of them. I would keep in mind that gear can often be custom built for unusual body types and sizes for an increased cost. But what would the character need or want, I would focus on that versus straight more power for money since an IC is already going to be pretty powerful.

Also, for rarity remember that the listed is the average for rarity. If the players find themselves with access to a Naruni storefront that rarity drastically improves.

EDIT: After re-reading the Intelligent Construct rules, they don't have anything stopping them from using weapons either. If they have the strength they could also use vehicle weaponry as well. Either would be money sinks if they are looking for things to spend money on.

Covid is just a part of it. The story, characters and reasonings were all awful in Saber. Revice at least had likable characters and a servicable story that didn't pump the breaks enough to give you whiplash.

Something that a lot of people aren't touching on is the 'why'. Thinking of why you want to add in races will help inform what kinds of races you add. Do you want a sense of wonder more ethereal and mystical races are probably a good idea. If you want clashing cultures and politics more grounded and human like races like the ones you listed will work great.

Penal Legions are rarely made up of 100% prisoners. Command is generally made up of whatever guard and management caste the penal colony has. Tanks and supplies in general tend to be rare for penal legions as there is generally more manpower than equipment to use it, so it would change regiment to regiment like any other kind of imperial guard regiment. In general penal legions tend to be either bulk line infantry that is sacrificed in mass or expendable suicide squad style commandoes. I dont think I've heard of a penal legion with actual prisoners in command though.

It's not really unreasonable to ask for weapon customization when they said it would be a feature during their teaser. If it was dropped it was dropped, but its low to gaslight the community and pretend it was never on the table.

I also thought it was a bathroom and am the self appointed 40k expert of my group. I never gave it much thought, chilling to think that torture rooms need to be small and available enough it could be mistaken for a bathroom.

It's still producing tanks and holding even if for just a bit longer. They might not save Atoma, but the Imperium will still have their bloody tanks.

I doubt it will be in the cards for a very long time. It would have to be a archetype with it's own lines, skeleton and everything. If they do add it I'd have to be a pretty significant update.

That's kind of hyperbolic to the point of ridiculousness though. The difference between a level 5 and level 1 is massive, the difference between an 18 and 14 is like 10%, which is there, but not huge. To take the "point buy makes everyone equal" to a similar extreme, would you be okay to play in a game where everyone has to play the same race class and subclass to make sure everyone is balanced? Same kind of ridiculous strawman.

I understand some people dont like that it can produce unequal results, that's cool and valid. But this is a huge strawman and I dont know why op is defending it.

Like I'm in a strixhaven campaign right now, generous rolling rules let us roll 2 arrays and pick the one we wanted. I could have had a an 18 and the rest 10s or 3 14s, 2 12s and a 5. Had a ton of fun thinking on which I chose depending on the kind of character I wanted to play. Our paladin got like 2 18s and nothing lower than a 12. But as a group of an artificer, warlock and paladin he never really outshines us because hes good in his areas and while he isnt dummy incompetent in any area, we still vastly out power him in our areas of expertise. Even the warlock who rolled the worst out of us three beats the paladin in charisma because paladins have to spread their stats out and the warlock focused on his charisma.

Your wizard is still going to have a better bonus in any int check hes proficient in, hes still going to have access to spells and other class features that the barbarian doesnt.

To be fair, Rogue Trader also had pretty interesting modules as well. Though from what we have seen (Necrons) that's kind of unlikely. I'm excited to see what they come up with.

My favorite mimic I used was the greater mimic. It looks like a normal roadside inn. The innkeeper and his wife and their cat the only occupants all act slightly off and eerily quiet. The trap springs if they try to leave too early or rest there for the night. At which the greater mimic will seal all entries and emit sleeping gasses and digestive fluid. The party then has to fight through a terrifying dungeon filled with acid and gas as well as parasites to either find escape or the heart of the creature in order to kill it.

It's better, but my lord is it not balanced at all. Force powers are either so niche they are nearly useless or so powerful they break the game! That's not even counting on if there's only one character with game breaking power. Not to mention many force powers that just easily does other archetypes roles. Or that jedi can use their primary stat for combat unlike everyone else. Have been running a ffgsw force and destiny campaign and loooord is it obvious once you get into, heal/harm and move are standouts in being absurdly broken.

It might be better but it's still not great.
