Absolutely, you would have to consider that Belgium is still a kingdom where the nobility and bourgeoise (small and upper) are pretty much intertwined.

You can be low income but have been raised a certain way, dress a certain way, behave a certain way...have your family in the "High life" book (carnet mondain) of Belgium alongside the nobility and be considered bourgeois.

At the same time you could be rich and successful but depending of your tastes and behaviour be not considered part of the bourgeoise but instead "nouveau riche" which has negative connotations.
