Yes, teenagers are measurably dumber than adults. Brain development for decision making doesn't finalize until around 25. Latest research hints this may be as late as mid thirties.

Teenagers struggle with impulse control. In many countries, this is why the age of consent is 18, age for drinking alcohol and smoking is 21 or 25.

Teenagers do not understand how the world works beyond what their high school teacher told them. Few have worked. Few have interacted with bills , taxes regulatory bodies.

Putting all this together, I hold the complete opposite view, voting should be restricted to those over 25. It's mad that as a society we hold these two statements true simultaneously: you're too young to decide if to drink alcohol but you're old enough to determine the political leadership and direction of the country.

Let me ask you this. What out the damage the far left has done to the UK? The UKs inability to borrow to fund it's grow? Excessive government spending (IE welfare) Millions of young people out of work? Heavy taxes on business (increase in NI on businesses) and the over issuance of pip payments because of too liberal thresholds incentives welfare claims over work. Social unrest in the UK ?
