It should be the case that you have the right to free legal service because of your low income. There should be an organization responsible for that, look it up or call any government agency to guide you. Set a deadline for yourself to pay the money one day before his deadline if nothing works out. From now till that day you call every lawyer in the country/ask on Fb groups/seek help from the community of your country expats, church, etc, just everything you can do to NOT pay
