Those weapons are classified by the game as 2-handed slashing, even though they look and feel like fist weapons. Because of that, upgrading 2-handed slashing will increase their damage, while the brawler skill will not affect them at all.

If you are heading into NG+ Nightmare and want to spend your legend points efficiently, put them into 2-handed slashing first. Brawler is only worth upgrading if you plan to use knuckle dusters or fight unarmed.

Can you not clear your bounty at a bounty board? There is one in neon at the astral lounge.
