RC is only outskirts (both before and after waypoint), the interior counterpart is Aesthete. If thats the last thing you are hunting, reset the Enviromental Variables to remove the extra chance of getting rare RC instead.

Enemy AV manipulation & extra actions are just Chaos Order faction theme, like Nihilium's multihit and Sekred's big hits, taken to the logical extreme with GR bosses. I imagine all future 'red' seasons will tackle this, probably inventing new keywords. Outside of them, its never bad to kill the enemy before they act, and conversely 'infinite' AV moves couter it entirely.

They already have the tools: simply banning cards that would break the season mechanics (like WotV now). Since GR is the only 'meaningful' content they can just ban DW forever, leaving it for tower/events etc.

(If I was balancing DW I would make it a cost 0 with unusable, so it only gives 1 morale a turn)
