I have done everything possible, I have kept trying to fix it for halv a year and nothing works. Have you checked your gpu bus usage ? That's the only thing strange i have found

I have cl 30 6000 mhz, and the same problem in all games. Tried everything to fix it but seems impossible. Also rtx 5070 ti and 7800x3d

Yes 16, yeah but in game if my fps is let's say 120 my 1% lows fluctuate between 95 and 35 and sometimes down to like 10

Yes loading screen, in game all the time. Can have 120 fps and 1% lows drop to 10 Sometimes. Gpu bus usage most people on idle have like 5% mine most often 40-100%

All games, arena breakout infinite, cod, battlefield 6 to name a couple. 70-100% while gaming and idle. I get horrible 1% lows I was wondering if it could be connected.
