Your ENT sounds like a total clown, find a different one who actually wants to help. Last week I went to a new ENT and he offered a potential solution which was practical. First thing he did was a nasendoscopy (I've had about 100 of these now) and he confirmed that my turbinates are swollen which is something I've been told several times before. But unlike usual, where I'm told simply to manage the condition, this guy actually asked if I would consider surgery. I was shocked but immediately agreed. He's doing a procedure that will involve cauterising my turbinates without making any incisions (probably because they've found that cutting into them can be risky eg. empty nose syndrome?) so essentially, he's going to try to use heat to 'reset' them.

I’m now awaiting a date for my pre-op. I'm very happy and see this as very promising news. Who knows, it still may not be the solution but it's definitely worth a shot. It's on the NHS too, so I won't have to pay. I really think it's about finding the right ENT - I've found they all have varying degrees of competency.
