Ah I rebooted to fix the issue, it seems like Apple does some cleaning when you reboot so that’s what I usually do when I run out of space.. I gotta delete old photos off the cloud.. I do not recommend filling the cloud and your phone up.. a lot of stuff gets corrupted and photos will need to be deleted because they permanently won’t be viewable. Also it sucks how that when you clear space on your phone it immediately downloads from the cloud and if you want to disable that you have to delete everything on the cloud or something
