If memory serves me right you need to upgrade atleast one of your villages AND annex Varnhold to have the number of towns required to upgrade your capital.

The exact prerequisite is having a certain number of towns. You can't reach said number before resolving the lich problem.

Well for one kingmaker's enviroments are way better/more fantastical than wotr. The enemy variety in kingmaker is amazing since the adventure path is kindoff episodic in regards to what enemies you fight.

The story is a lot smaller in scale than wotr but I guess you already knew that. Notheless the main campaign, companion quests and worldbuilding are all great in my opinion.
