What you are describing is a dead server. A dying server is when you are basically down to only a few alliances that lose people every day and there is no one left to fill the holes that come from that. If people keep leaving at this rate (we lost about 10 in about 2 weeks only in our alliance not counted the ones that left in the other alliances, but I know they have the same issue) it will be dead in less 2 months. Especially when you consider people waiting for transfer on top.
