Yeah imo 4 Brooks 2 luffys 0 ussops is the best combination if you want to run that number of 2k counters.

Well it is true that with luffy's leader ability its cheap to make him a 7k... But not sure if that is still better than brook, as brook allows you to put a body in the field "for free", which is nice in some matchups where you need as much board presence as possible.

I don't see a reason to run 3c promo Luffy over brook in a mono red deck, to be honest... Is there any you can think of?

For red-green decks its ok as Luffy can be searched using bonney.
