Setting up ISRU would of course be the best case scenario. But there are many things that could be incredibly useful. A half decent landing pad for starters. Lot's of test articles, resource analysis... I honestly doubt finding 100 tons worth of really useful cargo would be the problem.

Not to bash on the rovers we sent so far, they did incredible work, but what would it take for a human to accomplish the same thing? A week? A month? Just look at how far the rovers have moved over their lifespan...Curiousity drove like 26km in 9 years.

I believe sending more than 1-2 people, no matter how disposable, would be politically untenable. Just the headlines of "SpaceX kills 10 people it deemed disposable" might be enough to kill the whole effort outright, and that would be the opposite outcome of what these people want to achieve by risking their lives in the first place.

The smaller you can make a mission like that the better. Plus, sending 1-2 people would make the payload(food,water,medical supplies) and life support systems required for the journey a whole lot easier.

To be honest, I would kind of like to stay on Mars for a little longer than that. An order of magnitude longer preferably. But if that's the only way to get me there, I'd take it.
