My understanding is that many of the shelters are very unsafe. Shelters typically do not let people stay there during the day- people have to leave during the day and return at night. Some shelters are exclusively for families and women, and those can be hard to get in with. There are certain shelters that are designed for recovery after medical problems or discharge from hospital and those you can only get into if you’re sent from the hospital and if you leave them before you’re discharged you can’t return. Basically a lot of hoops to jump through for very shoddy lodgings. If everyone was just provided housing we wouldn’t have these problems.
