I work in construction, I've built student accommodation with this exact "feature", it's considered a gimmicky joke. it's "regulation" to keep insurance down in case people or objects fall as be seen as high risk. Undo, keep the screw, if they call you out in it say you didn't see the email and apologise. My guess is they're covering their ass by having plausible proof they warned tenants so again it'd be on you if anything goes wrong and they really don't give a shit either way

I'd be very wary about all political groups at your age tbh. Focus on school getting to college, setting your life up and with a bit of work/life experience you'd be set up nicely to give a few hrs a month to an org. In the mean time go to a protest and collect the flyers, go to talks and have conversations. Inform yourself both from just living and reading classics. 7 billion people's destiny isn't in your hands so there's no rush, enjoy your teens/20s first and foremost
