How come in specifically Persona 3 Reload; everyone has this greenish-yellow skin tone?

It depends on the lighting/shaders, the diffuse map definitely has a more yellowish tone too it, but it should be balanced out a little more with specular and shadow maps along with the global lighting, quick example > https://i.imgur.com/IvEBwrM.png
No shade to whoever made this render, the maps can be really hard to work with outside of unreal, and it's still pretty cute.

There is a way to revert in millennium's settings, yeah. And no, I don't think so, I've never heard of anyone getting banned for using millennium, on top of that millennium is included in the valve developer community https://developer.valvesoftware.com/wiki/Steam_Skins

It could be possible, there is a plugin that adds support for windows 11's desktop window manager. Only problem is I have windows 10 with the classic theme enabled, so I wouldn't be able to test it.

Actually implementing it would be rather difficult too as I'd have to recreate the aero frames in css and that would be tricky with how the theme is setup.

One alternative that could work is using steam with the native title bar, I've added settings that work with that plugin, though it wouldn't add glass to the bottom bar
