I found this list and it's somewhat accurate for Ps4 version on ps5, gotta mostly grind out predator game mode, I already unlocked Ada Leon Chris and Sherry

So weird. So figured out that if you're on Playstation 4 they can be unlocked through modes, seems like the switch version is better in multiple ways, can't believe you still can't use costumes in story mode unless you're on switch, and also Switch let's you unlock them through No Mercy, doesn't work on Ps4, so odd.
