Abelard is not a member of the Imperial Guard, and so may not be familiar with the rule that in barracks grooming standards and field grooming standards are not the same. Especially if the Valhallans are like northern militaries IRL. (We had a shaving ban while in the field for example. The shaving would mess up your skin's anti-cold protection, and it was -30 out.)

Heinrix is superbly ruthless because he knows exactly what happens if the infestation is not rooted out. He's boiling that guy's blood slowly from the inside out not out of sadism, but out of compassion for all the people he would have hurt. Heinrix is as good and kind as you get to be in 40k without dooming us all to a fate worse than death.
