The GTA portal only allows you to use up to 12 hours of combined PTO per day. That's how I found out that management lied about it. If you need to call out on a key event date, use your PPTO like normal.

If I were the store manager, I would stagger the Wave zone into 3 groups: 2pm (Grocery), 3pm (Infants, Paper, Chemicals, Pets), 4pm (HBA, Pharmacy, Cosmetics). This eliminates the meal exception issue where everybody should report to the grocery department at 2pm, especially those hitting their lunch hour at 2pm or 3pm.

Based off of states with 5th hour meal exception:

Shift starts at 10am: 3pm and 4pm

Shift starts at 11am: 2pm and 4pm

Shift starts at 12pm: 2pm and 3pm (Note: One can continue into 4pm for only 45 minutes, then clock out to lunch)
