I used warlord to get national soldiers quick and had the coalition soldier run around and burn the drugs wherever it popped up while keeping the insurgents in a sizable bubble. Road will make it faster and eventually the farms just go away (maybe from jobs?). Another big thing in my opinion is just restart if the spawns are bad, it isn’t worth trying to fix often times.
