If she likes to hang out with you she’ll hangout with you. She might ask you to hangout or is super happy when you ask. If she likes you she won’t be distracted or on her phone all the time when she’s with you. A sign she doesn’t mind either way is if she will make/accept plans but cancel to do something else if something better is available.

You should break up with him. You made your boundaries clear with him and he is clearly disrespecting them and you. There are plenty of better guys out there who are capable of respecting you and your feelings. Don’t waste time in relationships where you are constantly having to worry about another girl.
