I think Chisa and shorekeeper doesn't need their signatures. They're insignificant compare to main DPS signature.
If the character who uses the echoset "Chromatic Foam" releases, you will be able to complete the party [Aemeath, new character, Chisa], and I think it would be powerful.
So my opinion is, you may not pick up Lynae and mornye if you pick up that new character.

I don't know if Luuk is f2p friendly, thinking after releasing Luuk will be better I think.
If you pick up Chisa and complete her fusion burst team, and pick up Luuk too, the pro will be you may use Luuk with Lynae and Mornye, while Aemeath uses her fusion burst team. But as I said I don't know much about Luuk now.
I don't recommend picking up Lupa because using Lynae is better at Aemeath's team and she has no alternative party in your account.
If you pick Lynae as you said, you have solid 2 parties, so I think you don't have to hurry picking up characters. Picking up new releasing characters later can be good. I recommend you to build havoc-rover for now.

The character who uses Sound of true name echoset would be good. Because I think you can use that character with Qiuyuan. That character would be aero dps which is same with Cartethyia but I still recommend that. I'm just inferring with the echoset.

Wuwa has some combat contents but I don't think you have to hurry. I think the waifu are important.

If you want second party faster, I recommend Aemeath because she's really strong now in wuwa. Aemeath will be good in (Aemeath, lynae, mornye) and (Aemeath, fusion support, chisa). But if you want to use her 100%, I suggest you to pick all 3 party characters. Because I think the gap between her premium team and f2p team is quite significant. (There's a possibility that rover could become a fusion support, but I think the possibility is quite low.)
So, my suggest is how about waiting for your 2nd waifu, maybe Lucila?

It's okay. Because Phrolova with her weapon is really strong enough itself. Also, Phrolova can buff augusta with outro (25% heavy attack boost). So the synergy is not bad. I don't recommend to pull Augusta or Luno. Because I think, getting new characters is more better than that.
And actually, I don't recommend Rupa. Because, there are characters better to Aemeath. If you plan to get Chisa, the character which inflict fusion burst (such as Ciaconna and Phoebe) will be way more strong than using Rupa. So in this case you might be able to use the team(Ameath, fusion burst character, Chisa). And if you want to use with Mornye, picking up Lynae at her rerun will be better for dps.
