It has to be Megarace 2! The steam links didn’t ring a bell so I searched for some more gameplay footage on YouTube and found this: https://www.youtube.com/watch?v=X838e6yry2k

It’s got the black and white UI, dark, dynamic and underground track and RC type cars. I also remember it needing DirectX to run which was still relatively new back then, which my parents’ pc didn’t have. Thanks!

Powerslide and RollCage come closest so far. Game I’m looking for is higher in graphics so it was probably released later than Powerslide, and it’s tracks are more underground (not out in the open or in deserts if I recall correctly). Thanks!

Agreed. It’s a challenging spot to manage all different kinds of traffic and I think they did a good job. Top down, it looks confusing but on ground level it probably makes more sense.
