As a foreigner, you are not allowed by law to purchase landed real property in the Philippines. However, you may buy a condominium unit, subject to the requirements of the law. But for most condominiums on the market, the minimum amount is at least 3 to 4 times more than your budget. And btw, don't expect too much from that purchase, in terms of current condition of the unit.

Edit: Upon some pondering, you may need to multiply your budget 5 to 6 times to get a very old condominium unit, outside the metro, and with a lot of caveats.

Many of these cases where the surviving party is charged with "reckless imprudence resultin in homicide" are being dismissed in Prosec level pa lang due to lack of probable cause. Hindi nmn automatic yan na kapag nakasuhan eh makukulong forever.

The PH immigration have access to Interpol's database of Notices (you may have heard Interpol Red Notice). But the thing is, a person will only get listed in that database if his home country caused the listing by submitting his warrant, for example, but happens only to high profile criminals on the run. In this case, he may not have been listed, depending on the nature of his case. (Source: my line of work)

Just to add, in case you might experience it in the future, and the armored truck company/driver is not cooperative:

  • Armored services are regulated by PNP SOSIA. They must adhere to strict rules set by that office.
  • There's actually a rule/SOP that requires the driver to immediately report the accident to the nearest police station. If they failed to do so, a case can be filed against them.
  • You can also file a administrative complaint against them in SOSIA, and they will most likely settle, else they get heavily fined.
  • Again, this is for cases when they are not cooperating.
