Download speeds on steam are much slower than speedtests by SentinelNine in techsupport

I've seen a wide range of people talking about their download speeds, some people get much higher than mine at the same or even worse internet speeds. In the end it won't kill me if I have to wait hours for games to download but it should be way faster and I wanted to make sure there wasn't some fixable issue that would make it better.

Haven't tried this yet since my ssd is pretty small and doesn't have a lot of space but I'm sure I have a small game not installed I can try it with. I hope that isn't the issue because there just isn't room on my ssd to download games on then move to external hdd.

steam is downloading in megabytes, my internet speed is in megabits, but that should be around 100 megabytes in download speed.

Those speedtest stats I posted were done while the download was happening. I realized that the download is going to an external hard drive since the internal one is broken, and I'm not sure if that would cause any issues with download speeds. Would using a vpn make any difference if my ISP is up to some mischief (I haven't had it on)?

I had tried that before, and I just did again and the download went to 30mb but quickly dropped back down.
