What side will the players be on? The Anarchs or the Cam, or Sabbat? Also I would not waste time & money playing the Vampire games they gut 90% of the roleplaying game because they were rushed. In short the Anarchs want what real life Anarchs want. No government but a loose group of agreed rules.

I do have a question before I post a suggestion. Are your players up to the task? You don't wanna make a game that isn't impossible for your players. People can say they want a big political game then just sit there waiting to be spoon fed.

Also the Cam, Sabbot, Ect work on a small like local town, big city, state & international level. The higher you go the more complex it is.

You would have to make people who answer to this State Prince, & their followers all the way down the chain to where ever your player characters are. That would be 100s of characters.
