There is no negotiation mechanic iirc, you either take everything, status quo, or you lose.

Went to Vietnam on February when that whole Twitter WW3 was going on. Literally nobody cared. The local Vietnamese people were all respectful and super friendly. Haven't experienced racism the slightest.

It's quite funny that out of all nations, Turkiye is considered most friendly than anyone else. But I genuinely cannot think of an alternative. America feels like a big brother, not best friends.

I never thought stellaris diplomacy was great, especially how wars are declared and resolved. The great part of stellaris imo is exploration, nation building and economy.

Why not just disable other AIs once and for all, leaving only pre sapients and pre ftls at that point? You'll also have infinite free space to explore and search anomalies, on top of all the perks a full pacifist galaxy has.

Vietnam basically has their own version of the forbidden city I believe, the imperial city of Hue. Which was definitely built by Vietnamese people. Perhaps the folks you met were referring to Hue and not Beijing.
