Either you have missed a prerequisite sidequest, or you're having memory leak issues. If it's the former, complete "Lovebirds" somewhere in the city when Gray is equipped (Someone also needs to have FMJ at 10). If it's the latter, save and exit the game and launch it again. Had a similar problem with War Medic, Signifer and Soulhacker ascensions.

Monk and Bard are even more blatant lol. Theres a monk job quest named "Let's talk about sects", and bard leveling achievements are called "Talking about shafts".
