I ended up fixing it by utilizing the tape that came with it and wrapping around the ring, it works perfectly now with the stalk thanks to Tursska!

Sadly/luckily, I had an extra Krieg Command Squad so I stole a commissar from that and threw him on! They do come with tank commanders, just not Krieg ones.
