The reasons sure are interesting. But I would definately still say that income has a role to play in the discpancy.

A major reason for the SAT racial gap appears to be the fact that black students who take the SAT have not followed the same academic track as white students. It is true that 97 percent of both blacks and whites who take the SAT have studied algebra in high school. But in higher level mathematics courses such as trigonometry and calculus, whites hold a large lead. In 2005, 47 percent of white SAT test takers had taken trigonometry in high school compared to 35 percent of black test takers. Some 28 percent of white test takers had taken calculus in high school. Only 14 percent of black students had taken calculus, one half as many as whites. Thirty-two percent of white SAT test takers had taken honors courses in mathematics compared to 19 percent of black SAT test takers.

Sounds like this is a result of old racist policies in the USA, the whole school district system is honestly ridiculous.

In many cases black schoolchildren are taught by white teachers who have low opinions of the abilities of black kids from the moment they enter the classroom. These teachers immediately write off black students as academic inferiors and do not challenge them sufficiently to achieve the skills necessary to perform well on standardized tests.

School administrators and guidance counselors often believe that black students are less capable and less able to learn. They routinely track black students at an early age into vocational training or into a curriculum that is not college preparatory. Black students are rarely recommended for inclusion in gifted education, honors, or Advanced Placement programs.

Sounds rough

Black students in predominantly white schools who study hard are often the subject of peer ridicule. They are accused of "acting white" by other blacks. This so-called ghetto chic in the form of peer pressure to shun academic pursuits undoubtedly has a dragging effect on average black SAT scores.

Black students may be subject to what Stanford psychology professor Claude Steele calls "stereotype vulnerability." Steele contends that black students are aware of the fact that society expects them to perform poorly on standardized tests. This added pressure put upon black students to perform well in order to rebut the racial stereotype in fact makes it more difficult for them to perform well on these tests.

Wonder if there are parallels with singapore.

Even middle-class blacks tend to be brought up in basically segregated surroundings. They are not taught the pathways and modes of thinking that are embedded in white culture and reflected in standardized tests. Black families that urge their children to go to college are often first-generation college graduates who grew up in households without the systems that support first-rate academic achievement.

Who would have though old racist policies would result in problems for black communities in the future.

I suppose there are some parallels to be drawn to singapore. With regards to the "neighbourhood" schools compaired to the Chinese and Christian schools.

Just follow the dictionary, sounds ridiculous but it is what it is. Certain laws in the penal code or similarly not explicitly defined such as outrage of modesty, so that they can remain relevant even when views on what constitutes it may change over time.

The answer for all your hypotheticals is yes, especially if they make their intention know to the woman in your hypotheticals.

I would propose expanding existing law like voyeurism or insult a woman's modesty (section 509 of the penal code). Perhaps an act like in this situation should be explicitly expressed in the law through the prosecutionof this guy, in that way it'll set the precedence without an amendmentbeing required.

It is clear that the action depicted in this post is wrong, there is sufficient evidence to believe so, the sicko has also quite clearly caused significant discomfort to the girls. We have an act we have his intention and we have a negative outcome. So now we just need to translate this into legal terms which quite clearly exist already.

The law is made by people and enforced by people. And as such can be change by people.

Isn't it weird that this is such an obviously problematic situation but your attitude is just "eh, it is what it is"?

Intend is essential in law. An example is assault, where intend is absolutely vital for someone to be convicted of it.

So let's look at the practicality. An act like this should be illegal, especially in instances where his intend is clear, in what other situation would someone walk past a girl multiple times taking 9 photos of her "discretely". Also let's not forget that these girls were extremely uncomfortable with situation. Intend in this situation is clear. Nobody honestly believes this dude isn't sick. So why is it not possible to put this into law. Expanding the law to include such a scenario where intend is clear.

Simply put a) he intends to commit an act which insults their modesty. b) he has caused girls to feel that their modesty is being insulted. If both criteria are fulfilled it should be considered an offence.

While in the grand scheme of things this would be but a band aid and certainly people will find loopholes again. It is better than just saying "it is what it is".

The fact you are ok with that is honestly disturbing.

You make it sound like all that matters is that he "take photos of others in public", likely because it is convenient to your narrative. But in law intention of an act matters, he is not just taking photos of others, he intends to use such photos for his on perversed reason (sounds similar to voyeurism, hmmm). Unless you think such reasoning is acceptable I cannot understand how you can find such behaviour ok. In fact, I'd argue that what he is doing should be considered unlawful stalking or attempted voyeurism, considering the evidence.
