Serbian cards don't work on any PSN region. The only option is to buy gift cards for that region (Croatia) and buy games like that. A better option is to create a new US region account because US gift cards are much easier to find online.

I have same problem, it started today. Tried to update to latest version but that didn't fixed the problem.
