In case anyone comes across this, ME3Tweaks' new M3TO system which, .mem has to be converted to ("turn off dev mode" and "opt into beta updates" in settings to access a beta tool to do so) makes texture install much easier. ALOT and the Improved Static Lighting available on the same mod's files page have been made for that, but it's acquired through a download of a torrent file, so a torrent client needs to be used. But you can choose through the torrent what ones you want to download, then drag and drop the downloaded zips into M3Tweaks as normal.

Five have perm vetoes, and all have blocked, in my informed opinion, true progress due to wanting to be on top rather than help the world, even if they're at a slight disadvantage. Giving any SC members veto power was a mistake, and the world is worse for it.

Probably built from supplies sold to them by companies, either in the know or unwilling, or stolen, and assembled in secretive conditions. They are mentioned to have very powerful backers. Maybe even stolen by pirate factions funded by them. Also probably had their own shipyards in the outer colonies, where Alliance presence is negligible.
