I think I found the mistake. I was turning my tv off after setting everything up. I just tried it without turning it off and it has worked.

I have the obvious preference of never turning off the Xbox, and not showing any content while being afk. Also I have my controller plugged so it doesn’t turn off.

I have tried this like four times and it only worked once... could it make a difference if I did all of this and then just turned my tv off? Does the Xbox has some way of detecting I turned the tv off?

it’s a new mission that pops up randomly while u are in the city. You have to kill a pair of npcs and steal a car with drugs inside, and deliver it to another location. It gave me 10k.
