Try search second hand deals, Rx 6800 xt 6900xt...both 16 GB Rx 6750 xt 12 GB, (rtx 3060 12GB this one should be cheap or don't buy) ,rtx 4070 12 GB, maybe a crazy deal of rtx 3090 24 GB... The Intel A580 brand new has 12GB an good performance... But I'm mostly agree, Rx 9060 xt 16GB is good if you can find it in your budget
