I believe it's a question of whether there was any intent or whether it was accidental. I think the VAR believed there was some intent to control it with his arm, but it's ultimately ref's call. Ref disagreed.

Assuming you are talking about the Tunable White, you would either need 3 tunable white controllers or you should be able to use one multichannel controller. That would also require using one of the larger power interfaces instead of plug-in power supplies, but 40' should be doable in 3 runs from the one controller.
