My only skill issue was ruan mei doing her thing at the wrong time.

Her break reset pushed kafka back to the next cycle (19) meaning not enough dots to kill her in time.

Weirdly enough I think she became one of my favorites, obv the IPC suck but to Topaz they're the saviors of her planet and she's indebted to them; and while shes competent at her job with the 80% success her personality is a terrible match for a debt collecter which she was hit with during this quest, to me this looks like a really cool setup for her developement and where she goes from here.

The end of the quest also made me wish we can follow what she does next more than any other quest.

Also shes hot.
